CARDINAL QUALIFIER
QUALIFIER SERVICES
Qualifier & GC of Record Services
What a Qualifier Actually Does
A professional qualifier provides structured oversight and accountability, including:
Reviewing project scope before permits are pulled
Confirming license classification and jurisdictional requirements
Establishing documentation and reporting expectations
Defining oversight responsibilities before work begins
Monitoring compliance during the project lifecycle
Requiring corrective action if issues arise
Maintaining records and involvement through project closeout
In many states, the qualifier must remain meaningfully involved to comply with licensing laws and regulations.
What This Is NOT
This distinction is critical.
A qualifier is NOT:
A permit expediter
A license rental service
Someone who “signs off” without involvement
A substitute for proper project management
A contractor performing physical construction work
Any arrangement where a license is used without real oversight, documentation, and accountability is commonly referred to as license renting — and that is not what a legitimate qualifier does.
Not license renting
Not permit expediting
Not blind sign-off
Why Qualifier Services Exist
Qualifier services exist because:
Many projects legally require association with a licensed general contractor
Contractors and investors may not hold the required license in a specific jurisdiction
